Terms of Service – LEI Partner (Leipartner OÜ)

1. General Information

Leipartner OÜ (LEI code: 98450073703F59B5E047 ) operates in Estonia under the brand LEI Partner as an LEI registration agent. We collaborate with LOU (Local Operating Unit) Ubisecure Oy (RapidLEI) (LEI code: 529900T8BM49AURSDO55 ) to facilitate LEI registration, renewal, and transfer services.

2. LEI Application, Renewal & Transfer Process

2.1. Submitting an Application

To obtain a new LEI, renew an existing LEI, or transfer an LEI, applicants must complete the online application form, verify the provided details, and process the payment via credit card, invoice, or bank link.

2.2. Applicant Responsibilities

By submitting an application, the applicant:

  • Confirms their legal authority to act on behalf of the entity requesting the LEI.
  • Ensures the accuracy of submitted data and acknowledges that LEI Partner may share the necessary information with the chosen LOU.
  • Grants permission to LEI Partner to accept and sign user agreements with the LOU on their behalf.
  • Authorizes LEI Partner to manage the LEI, including application submission, renewal processing, and transfer execution.

2.3. LEI Transfer Requirements

When transferring an LEI to LEI Partner, the applicant acknowledges:

  • A potential change of LOU during the process.
  • The necessity to transfer LEI management to LEI Partner before any updates can be processed.
  • The possibility of a renewal period adjustment when transferring from another provider.

2.4. LEI Processing Timeline

New LEI issuance: Typically completed within 1–3 hours.

LEI renewal or transfer: May take up to 7 days.

Complex cases (e.g., parent company or fund relationships): Processing can extend to 48 hours.

2.5. Required Documentation

LEI Partner may request supporting documents, including but not limited to:

  • Power of attorney
  • Business registration documents
  • Proof of authorized representatives
  • Company ownership and parent company details
  • Fund relationship documentation

Failure to provide the required documents may result in processing delays or application rejection.

3. Multi-Year LEI Renewals & Auto-Renewal

3.1. Prepaid LEI Renewals

Customers can prepay for up to five years of LEI renewals for convenience. LEI Partner ensures the renewal is processed annually within the selected period.

3.2. Auto-Renewal Option

Customers may opt for automatic annual renewal.

Payment for auto-renewal is processed 60 days before the expiration date from the original payment method.

Customers receive an email notification before the charge, allowing five days to update LEI data or cancel auto-renewal.

3.3. Renewal Policy on Transfer

If a customer transfers their LEI to another provider before completing a prepaid renewal period, the remaining paid period is forfeited and non-refundable.

4. Pricing & Additional Fees

4.1. Pricing Structure

The fees for new LEI registration, renewals, and transfers are available on our official pricing page.

4.2. Additional Service Fees

Parent company data validation: €10 per year per parent.

Fund relationship validation: €10 per year.

Expedited processing (if available): €15 additional fee.

4.3. VAT & GLEIF Fees

Prices exclude VAT where applicable.

All fees include the GLEIF charge.

5. Refund Policy

5.1. Requesting a Refund

Refund requests must be sent to info@leipartner.com and will be processed within 7 days. Refunds may take up to 30 days to appear in the customer's account, depending on the payment provider.

5.2. Refund Processing Fee

A €30 service fee applies to all refunds.

5.3. Non-Refundable Situations

LEI Partner adheres to the refund policy stated in the GLEIF RA Governance Framework (RAGF).

Refunds will not be issued if:

  • The application is considered final (payment received and processing started).
  • An LEI has already been renewed or transferred.
  • The customer purchased a multi-year renewal and later decides they no longer need the LEI.
  • Required information was not provided within 60 days, preventing the LEI from being issued, renewed, or transferred.

However, since LEI registration and renewal involve processing costs, service fees may apply if work has already been performed.

6. Third-Party Services

6.1. Use of External Service Providers

To ensure high-quality service, LEI Partner may collaborate with third-party providers for:

  • Web hosting and platform management.
  • Secure payment processing.
  • Customer communication (emails, notifications).

6.2. Customer Data & Third Parties

Third-party providers may access customer data only to the extent necessary for service fulfillment.

LEI Partner ensures all third-party providers comply with data security and confidentiality agreements.

6.3. Direct Communication by Third Parties

In some cases, third-party partners (e.g., payment processors or legal verification services) may contact customers directly regarding their applications.

6.4. Customer Consent

By using LEI Partner services, customers acknowledge and consent to the involvement of third-party service providers for processing LEI applications, renewals, and data verification.

7. Governing Law & Final Provisions

7.1. Applicable Law

All agreements and disputes arising from the use of LEI Partner services shall be governed by the laws of Estonia.

7.2. Responsibility of the Client

The customer is fully responsible for ensuring that the LEI registration, renewal, and transfer processes comply with their company's internal regulations. LEI Partner acts solely as a registration agent and is not liable for any legal or financial consequences related to the LEI.
